docs(license): keep LICENSE as pristine Apache-2.0 for GitHub auto-detection

Fork attribution lives in NOTICE + README "License" section instead; editing
the LICENSE body broke licensee detection (NOASSERTION). Reverts the header
block only — NOTICE/README unchanged.
